 <![CDATA[I am pleased to provide you with the attached flier pertaining to 
an upcoming FREE vaccination event geared toward Delaware County Emergency 
Responders being sponsored by the Pennsylvania Department of Health and Delaware 
County Council.&nbsp; This vaccination clinic will be held on Friday, April 27th from 
12:30 â 3:00 PM at Brookhaven Municipal Building.
&nbsp;
This event is intended to offer our Emergency Responders access to 
the Tdap (Tetanus/diphtheria/
acellular pertussis) vaccination which protects adults against 
three serious vaccine-preventable diseases caused by bacteria.&nbsp; Diphtheria and 
pertussis (whooping cough) are spread from person-to-person.&nbsp; Tetanus enters the 
body through cuts, scratches or wounds.&nbsp; Adults 19 years and older should 
receive a single dose of Tdap to replace one Tetanus booster.
&nbsp;
I would greatly appreciate it if you would please share this flier 
with your respective Emergency Responder constituents in an effort to encourage

  The AAP is starting to hear
  of claims denials by Medicare. The following was sent as an alert last week
  and we are resending as a reminder.
  
  As noted in last week's alert, Novitas Solutions has published their final
  LCD Ground Ambulance Policy that goes into effect tomorrow, April 12, 2012.
  PLEASE BE AWARE, there are significant substantive changes to this policy and
  the ICD-9 Codes. 
  
  Representatives of the AAP, the Medical Transportation Association of New
  Jersey, and providers from Maryland and Delaware met yesterday via phone
  conference with representatives of Novitas Solutions, including the Manager
  of Medical Affairs to discuss the LCD and its implications to the providers
  in their J12 jurisdiction. Due to the nature of the changes in the LCD and
  the ICD-9 codes and to keep out of difficulty in an audit process, we
  recommend, claims utilize the most appropriate code from the LCD first and then
  code with the appropriate ICD-9 code for the condition.
  
  Although the policy goes into effect tomorrow, there is an LCD
  Reconsideration Process once the policy is final. Requestors must submit
  their request for reconsideration, in writing, and must identify the language
  that the requestor wants added to or deleted from an LCD. Requests must also
  include a justification supported by new evidence, which may materially
  affect the LCD?s content or basis.
  
  The AAP, along with the other states and the American Ambulance Association
  will be submitting letters for reconsideration and we will be asking members
  to write letters as well. A draft letter will be sent to the membership as
  soon as it is available.

UPDATE



Dear FY2011 Fire Prevention and Safety Applicant:
It has come to our attention that when the FY2011 Fire 
Prevention and Safety Application was deployed into the E-Grants system, a 
question about Financial Need was not visible to applicants.&nbsp; As this question 
is one of the evaluation criteria that will be used by the Technical Evaluation 
Panel to rate your application, it is important that this question be made 
available to all applicants.&nbsp; Therefore, on Tuesday, April 
17th, the application in the E-Grants system will be updated to include 
this question.&nbsp; This will not affect any parts of the application that you have 
completed thus far.&nbsp; You may continue to work on your application at this time, 
however, we wanted to make you aware that this additional question will be 
included and will be required prior to your final submission.&nbsp; The question that 
will be added is as follows:
âPlease describe your organizationâs need for Federal 
financial assistance.â
This question will be added on the âApplicant Informationâ 
page of the application.&nbsp; Per the Program Guidance, your response to this 
question will assist the Technical Evaluation Panel in assessing the following 
evaluation criterion:
Financial Need (10%): 
Applicants should provide details on the need for financial 
assistance to carry out the proposed project(s). Included in the description 
might be other unsuccessful attempts to acquire financial assistance or specific 
examples of the applicantâs operational budget.
Please note, you do not need to do anything at this time to 
ensure the question will be added to your application, it will be added to all 
applications at the same time.&nbsp; We encourage you to wait until this question is 
added to the application (Tuesday, April 17th) so you may answer it prior to 
submitting your application.
&nbsp;If you have already submitted your application, it 
will be released back to you in the E-Grant system on Tuesday, April 17th after 
the update occurs.&nbsp; Please make the appropriate updates and resubmit your 
application as soon as possible, but no later than April 27, 2012 at 5:00pm 
EDT.
At this time, the FY2011 Fire Prevention and Safety 
Application is scheduled to close at 5:00pm EDT on Friday, April 27, 2012.&nbsp; 
Should the application period be extended, you will be contacted in a separate 
email.

There is a significant change in the National 
Fire Academy (NFA) application process. NFA will no longer be using Social 
Security Numbers (SSNs) for registration. Applications containing a SSN will be 
rejected. Effective immediately, students must use the new Student 
Identification Number (SID) that will be issued in place of the SSN. This number 
can be obtained through the Center for Domestic Preparedness (CDP) Training 
Administration System (CTAS). We are most grateful for the assistance of FEMAâs 
Center for Domestic Preparedness for assisting the USFA with this effort. It is 
a simple process, but very important to current and future FEMA and USFA 
students. Please join us to help inform the Nationâs firefighters.

Thirteen Fire Officers from Delaware County recently
traveled to the Maryland Fire and Rescue Institute (MFRI)
to participate in emergency command exercises in the Incident Command Simulation
Center. 

&nbsp;

The group spent the weekend in College Park, Maryland where
they were housed in Prince Georges County Station 12 (College Park Fire
Department). After their arrival on Saturday the group toured the MFRI, Hyattsville Fire Department, Beltsville Fire
Department and College Park Fire Department. All three departments have student
âlive in programsâ that supply needed volunteers in exchange for free room and
board. 

&nbsp;

The course and trip was sponsored with a grant from the
Delaware County Firemenâs Association using memorial contributions made to the
Association in memory of Assistant Fire Chief Carl J. Roth of Briarcliffe Fire
Company. Chief Roth was a strong proponent of good training for Firefighters
and would be proud to know even in death he was continuing his legacy of
training.

On Saturday, March 10, 
2012, the Firemen's Legislative Federation will host two special seminars of 
interest to area Fire and EMS responders.
&nbsp;
The first seminar "Cancer 
Presumption/Workers Compensation and You" is presented by Mike Dryden, an 
Attorney specializing in Workers Compensation at the law firm of Willig, 
Williams, and Davidson. He has been heavily involved in assisting emergency 
responders and the PA Fire and Emergency Services Institute in understanding the 
protections now afforded them and their families by this new 
legislation.
&nbsp;
The second seminar is 
entitled "State Charitable Solicitation Statues, Everything you wanted to know 
but were afraid to ask!" This seminar will assist Fire and EMS organization 
leaders understand the requirements to register with the Bureau of Charitable 
Organizations and the severe penalties for failure to register as required. It 
is presented by Karl Emerson, attorney with Montgomery McCracken who previously 
served as the Director of the PA Bureau of Charitable Organizations.
&nbsp;
Both of these seminars are 
being offered at no cost to Emergency Responders as part of the quarterly 
meeting of the Firemen's Legislative Federation of Pennsylvania being held at 
the Radisson Hotel and Conference Center in Camp Hill, PA.
&nbsp;
The Seminars will begin at 
10:00AM on Saturday, March 10, 2012 in the "Governor B" meeting room located in 
the main hotel. A free breakfast buffet for attendees will be available before 
the seminars beginning at 9:00 AM in the hotel's dining room. No 
pre-registration is required.

Senators Joe Lieberman (I-CT) and Susan Collins (R-ME)&nbsp;have filed an 
amendment&nbsp;to legislation that is scheduled to be considered by the U.S. 
Senate&nbsp;later this week that would reauthorize the Assistance to Firefighters 
Grant (AFG) program and the Staffing for Adequate Fire and Emergency Response 
(SAFER) grant program.&nbsp; The National Volunteer Fire Council (NVFC) strongly 
supports reauthorizing AFG and SAFER and on Tuesday,&nbsp;along with other national 
fire service organizations, called on the Senate to pass the Lieberman-Collins 
amendment.
